Federal laws govern federal elected officials: House of Representatives (varies by state populations- Montana has 2) and Senate (2 from each State = 100). The powers to elect and powers to remove reside in the Constitution.
(OMG... I can hear the thin ice crinkle...)... one of the strategies Pumpkinhead and his acolytes are trying to do is to change these Federal powers into State powers...notice all of the election modifications...with the thought that State electorates would favor Republican "values"...all a thinly articulated pretext for racism and ensuring economic superiority... (jeez... I could get deported for this...)
In a nutshell, a small nut am I, that is the answer to your question. If a person stands for election at the State level, (dog catcher... Governor...) then State law prevails, NOT Federal.
Suppppppose you want to impeach Pumpkinhead because he is such a schmuck, you need Federal law and procedure... which, because the Republicans have a majority in BOTH Houses, "it ain't gonna happen," at the earliest, until 2026. I have already begun to sow seeds. Talk to everyone you know and meet to make sure they are registered and that that vote Blue: Democrat. I did this at Jiffy-Lube today with a young (20's) couple who "care" with what's happening but who are not registered. The youth and unaffiliated and non-registered are the grail for saving America. Save your energy, Trumpers will not change "kolektiv minds."
Right now, Pumpkinhead is in control and every time someone dares to express unpopular thoughts (which used to be called free speech) they get shouted down and the Acolytes yell (as they did at the Bitcoin Dinner and through party commissioner Komrad Muskova), "Oh, yah, whadaregoin'doaboutit?" Until 2026, the answer is "duh, I dunno."
